Blue Permit: Unable to walk, uses a wheelchair, total dependence on devices. Red Permit: Severe mobility, unable to use public transport. Red and Blue Permits may park in Red or Blue zones, except on the Strand where Red permits must park in Red zones only but Blue permits can park in either.
