Brokerage model. Scan funding scheme was introduced by DOCS in 2002 to support children with additional needs attending early childhood services solely State-funded. Samaritans foundation is broker for Hunter & Central Coast Regions to adminster and distribute funds.Services provided to children:with a disability,from a culturally & linguistically diverse background, with challenging behaviours, nfrom Aboriginal & Torres Strait Islander background who attend one of the SCAN-funded early childhood services that include Preschools & Occasional Care Services.
